Statistical Surveys Methodology CEO
Core Objective
The Statistical Surveys Methodology CEO provides visionary leadership to the Ethiopia Statistical Service (ESS), ensuring the delivery of a modern, integrated, and responsive National Statistical System (NSS). The CEO is responsible for transforming statistical production by spearheading rigorous survey methodologies and pioneering the integration of Alternative Data Sources (Big Data, Satellite Imagery, and Citizen-Generated Data). By bridging the gap between traditional data and digital innovation, the CEO ensures that national policy is driven by high-quality, inclusive, and actionable evidence.
Strategic Duties & Responsibilities
- • Design and Maintenance of the Master Sampling Frame (MSF): Architecting and continuously updating the foundational MSF to ensure it remains a robust, unbiased, and representative basis for all household, establishment, and area-based surveys across the country.
- • Methodological Design and Estimation: Lead the design, development, and continuous evolution of scientific methodologies for all national sample surveys and censuses. Directing high-precision procedures for sample design, sample selection and post-survey processing specifically the calculation of survey weights, response rate adjustments, and the modeling of sampling errors to ensure data reliability.
- • Statistical Innovation and Small Area Modeling: Integrating non-traditional data (Big Data, GIS, and Remote Sensing) with probability sampling and employing Small Area Estimation (SAE) techniques to produce valid indicators for granular administrative units where traditional sample sizes are insufficient.
- • Methodological Advisory & National Standards: Serving as the primary technical consultant for government and non-government bodies to ensure any national-level survey design aligns with international standards, utilizes rigorous probability sampling, and maintains cross-sectoral interoperability.
- • Quality Standards and Framework Integrity: Establishing national standards for listing protocols and stratification variables to maximize the efficiency of probability sampling while enforcing Statistical Disclosure Control (SDC) to maintain the technical and ethical integrity of the frames.
- • Global Partnership & Strategic Governance: Cultivate strategic alliances with international organizations (such as UNSD, the World Bank, IMF, and FAO) to benchmark and elevate Ethiopia’s statistical infrastructure against global frontiers. Synchronize the division’s strategic planning and fiscal budgeting with the Ethiopia Statistics Development Plan (ESDP), National Development Plan, and the Sustainable Development Goals (SDGs) indicator framework. Furthermore, institutionalize continuous professional development pipelines to ensure the workforce masters emerging disciplines, including Data Science and Computational Statistics.
