Statistics Harmonization, Standard and Quality
The Statistics Harmonization, Standard, and Quality Chief Executive Office is structured into two specialized desks: Data Quality and Standard Desk, and Program Verification Desk and is staffed by a multidisciplinary team of statisticians, GIS experts, and programmers. This office is dedicated to enhancing the supply and integrity of statistical data by establishing rigorous standards and integrating information from surveys, censuses, and administrative records. It further oversees data quality assurance and the implementation of digital technologies across statistical operations to ensure modernization and accuracy. As a key partner in the Program for Results (PforR), the ESS serves as the Independent Verification Agent (IVA) across various sectors in Ethiopia. This office is fully committed to this responsibility and to ensuring the successful execution of this assignment. Thus, by validating Disbursement Linked Indicators (DLIs), the office ensures that outcomes meet World Bank agreements, thereby securing transparent, evidence-based financial disbursements.
Main Goal
To contributing the institutionalization of statistical excellence and integrity by
harmonizing statistical standards and providing independent verifications for results-
based development financing.
Key Objectives
- • Coordinate the development and monitoring of EDQAF to ensure high-quality statistical data;
- • Facilitate standardized statistical classifications and systematic metadata application;
- • Direct the quality and standardization of digital tools used for data collection and processing;
- • Verify PforR DLIs to ensure results-based financial flows;
Major Activities
- • Coordinate the preparation, implementation, and monitoring of the Ethiopian Data Quality Assessment Framework (EDQAF) based on national realities and international standards; and ensure the production of official Data Quality Reports;
- • Coordinate the development of statistical concepts, definitions, codes, and classifications (such as ISIC, ISCO) based on international standards; and ensure the preparation and utilization of organized and integrated Metadata;
- • Ensure the quality and standardization of methodologies for statistical sample surveys and censuses; and verify that questionnaire designs, data collection, processing, and analysis methods meet established standards;
- • Lead Program for Results (PforR) verification activities; develop Verification Manuals and present performance verification reports to relevant stakeholders;
- • Lead and coordinate the monitoring and control process to ensure the quality of computer programs and digital technologies developed by all executives for survey and census data collection and processing by standardizing them;
